The county offices an investor deals with in Pulaski County, and what each one puts online.
Deeds and mortgages
Pulaski County Circuit and County Clerk, Real Estate Department. Deeds, mortgages, plats and liens from 1994 to the present can be searched on the Clerk's online real estate records search, while older records back to 1819 are viewed by appointment at the office; recording costs $15 for the first page and $5 for each added page.
Owners and values
Pulaski County Assessor. All Pulaski County real estate records can be looked up free through the Assessor's link to ARCountyData, and the office also offers a parcel map and raw data downloads.
Tax sales
Arkansas Commissioner of State Lands (not the county). The Commissioner of State Lands posts the Pulaski County auction catalog, past sale results and parcel maps free online, and unsold parcels can be bid on at auction.cosl.org.
Foreclosure sales
Pulaski County Circuit and County Clerk (circuit court records). Circuit court cases, including judicial foreclosures, can be searched free in the Clerk's online court records search.
Parcel maps
Pulaski Area Geographic Information System (PAgis). PAgis, run by the county, Little Rock, North Little Rock and other local partners, offers a free land ownership map search with layers updated monthly.
How property is sold here
Pulaski County follows Arkansas's rules, with its own calendar and offices. Read the Arkansas guide for how the state works.
Tax sales
Arkansas does not sell tax liens, and Pulaski County does not hold its own tax sale: tax-delinquent land is certified to the state Commissioner of State Lands, which sells the property itself at a yearly live public auction. The 2026 Pulaski County auction was held July 9, 2026 at 10:00 AM at the Wyndham in North Little Rock, and the catalog of parcels is posted on cosl.org. Since July 1, 2023 these sales are final with no redemption, full payment is due at the sale (no cash), and parcels that do not sell move to the Commissioner's online post-auction sale at auction.cosl.org.
Foreclosure sales
Arkansas mortgage foreclosures are either judicial, with a sale by a court-appointed commissioner after a Pulaski County Circuit Court judgment, or non-judicial statutory foreclosure sales held by a trustee at the courthouse. Notices of sale run in a local newspaper, and court cases can be searched on the Clerk's records site.
Assessed values
Pulaski County property is assessed at 20 percent of market value and reappraised on a set cycle, which Arkansas Act 139 of 2023 moves to every 4 years for all counties by 2028.
Transfer tax
Arkansas real property transfer tax is $3.30 per $1,000 of price (0.33 percent) on sales over $100, and neither Pulaski County nor Little Rock adds a local transfer tax.
Land bank
The City of Little Rock Land Bank Commission acquires vacant and abandoned lots in Little Rock and sells them for new homes and side lots.
Worth knowing
A Commissioner of State Lands deed is a limited warranty deed, and buyers often need a quiet title suit before the title is marketable.
Worth knowing
The Clerk is moving to a new land records system on October 5, 2026, and free online e-recording is paused during the change.
Worth knowing
Anyone filing a deed in person must show photo ID under Act 752 of 2025, unless they are an attorney, broker, lender or government filer.
