Where the records are
The county offices an investor deals with in Capitol Planning Region, and what each one puts online.
Deeds and mortgages
Hartford Town and City Clerk (land records). Hartford's land records can be searched online through the Clerk's SearchIQS system; each other town in the region, such as West Hartford, keeps its own land records with its own Town Clerk.
Owners and values
Hartford Office of the Tax Assessor. The Assessor posts assessment data, the yearly real estate street book and a free GIS property viewer; every other town has its own assessor and its own property search.
Tax sales
Hartford Office of the Tax Collector. Hartford tax bills can be searched by name, address or bill number and paid online (50 cents by e-check, 2.99% by card), and tax sale notices are posted on the Tax Collector's page and at cttaxsales.com.
Foreclosure sales
Connecticut Judicial Branch, Pending Foreclosure Sales. The state court system lists every pending court-ordered foreclosure sale free online, sorted by town, including Hartford, West Hartford and New Britain.
Parcel maps
City of Hartford GIS Property Viewer. Hartford's free online property viewer shows parcels citywide; other towns in the region run their own parcel maps.
How property is sold here
Capitol Planning Region follows Connecticut's rules, with its own calendar and offices. Read the Connecticut guide for how the state works.
Tax sales
Connecticut towns sell the property itself at a tax deed auction, not a lien, and each town's tax collector runs its own sale. Hartford's next tax sale is set for 10:00 a.m. on November 6, 2026, in person at the Hartford Public Library's Downtown Library, 500 Main St, with a $5,000 certified-funds deposit per property; earlier Hartford sales were held in June, so dates are announced on the Tax Collector's page and the property list is posted at cttaxsales.com. The owner can redeem for six months after the auction by paying the debt plus 1.5% a month on the winning bid, and the collector's deed is recorded only after that.
Foreclosure sales
Connecticut has no sheriff sales; foreclosures go through Superior Court, and when the court orders a foreclosure by sale it is run by a court-appointed committee. Upcoming sales are listed by town on the Connecticut Judicial Branch's Pending Foreclosure Sales page.
Assessed values
Hartford's current values come from its October 1, 2021 revaluation, and the next citywide revaluation takes effect on the October 1, 2026 Grand List; each other town in the region runs its own revaluation schedule.
Transfer tax
Connecticut's state conveyance tax is 0.75% on the first $800,000 of a home's price, 1.25% on the part from $800,000 to $2.5 million, 2.25% above $2.5 million, and 1.25% on nonresidential property, plus a town conveyance tax of 0.25% (West Hartford charges 0.25%), and Hartford is one of the towns allowed by state law to add up to another 0.25%.
Land bank
The Hartford Land Bank, a nonprofit working with the City of Hartford, takes over blighted city properties and renovates them for new owners.
Worth knowing
Connecticut has no county government. The Capitol Planning Region is the Census county equivalent around Hartford, but deeds, assessments and tax collection are handled by each town, so you must go to the right town hall for every property.
Worth knowing
Hartford's Town and City Clerk, Assessor and Tax Collector are all in Hartford City Hall at 550 Main Street.
Worth knowing
Hartford is in the middle of a revaluation that takes effect on the October 1, 2026 Grand List, so assessed values are about to change.
