How property is sold here

Ramsey County follows Minnesota's rules, with its own calendar and offices. Read the Minnesota guide for how the state works.

Tax sales

Minnesota does not sell tax liens; after delinquent taxes go to judgment and the redemption period runs out (usually three years, or one year for some property), the land forfeits to the state and Ramsey County sells it. Ramsey County's Productive Properties division holds tax-forfeited land auctions online on the state's MNBid site, typically in spring and fall; the fall 2026 auction runs October 26 to November 30, 2026, with unsold parcels rebid December 1 to 11. The minimum bid is the appraised value plus special assessments, sales are cash only, and buyers of homes with four or fewer units must intend to live there or use the property for personal, noncommercial use.

Foreclosure sales

Ramsey County mortgage foreclosure sales are sheriff's sales run by the Sheriff's Civil Process Unit at 360 Wabasha Street N., Suite 111, in Saint Paul, usually on weekdays at 10:00 AM and 11:00 AM, with open bidding and payment in cash or certified funds. The Sheriff does not publish an upcoming sale list; the lender's attorney publishes a Notice of Foreclosure Sale in a qualified newspaper, and the owner then has a redemption period, stated in that notice, to buy the property back.

Assessed values

The Ramsey County Assessor values every property each year as of January 2, and owners are mailed a notice of valuation and classification every spring.

Transfer tax

Minnesota's deed tax is 0.33% of the net price, and Ramsey County adds a 0.01% Environmental Response Fund tax, for 0.34% in total in Saint Paul and the rest of the county; mortgages pay a 0.23% registration tax plus the same 0.01%.

Worth knowing

Most liens and mortgages, except federal and state tax liens, are wiped out when land forfeits, but buyers are told to verify this themselves before bidding.

Worth knowing

Ramsey County has both abstract and Torrens (registered) land, and the Recorder and Registrar of Titles handles both.

Worth knowing

Ramsey County lists tax-forfeited sales that produced a surplus, and interested parties such as former owners can file a claim for it; a statewide class action settlement also covers older forfeitures.
