Where the records are
The county offices an investor deals with in Cumberland County, and what each one puts online.
Deeds and mortgages
Cumberland County Register of Deeds. Land records back to 1754 can be searched free on the Register's online records search, and recording a deed costs $26 for the first 15 pages.
Owners and values
Cumberland County Tax Administration (Real Estate and GIS Mapping). Owner, value and listing details are free on the county's property search by owner, address, REID or PIN, and prior-year values and bills are on a separate free public web access site.
Tax sales
Cumberland County Tax Administration (Delinquent Taxes and Tax Foreclosure Sales). The county's yearly advertised list of unpaid real estate taxes is free to browse online; the tax foreclosure sales page currently says sale information is unavailable and to contact the office.
Foreclosure sales
Cumberland County Clerk of Superior Court (mortgage foreclosures). Deed of trust foreclosures go through a hearing before the Clerk of Superior Court and are then sold at public auction after published notice, with a 10-day upset bid period.
Parcel maps
Cumberland County GIS Data Viewer. The county's free online map viewer shows parcels and other county map layers.
How property is sold here
Cumberland County follows North Carolina's rules, with its own calendar and offices. Read the North Carolina guide for how the state works.
Tax sales
North Carolina does not sell tax lien certificates; when taxes go unpaid, Cumberland County forecloses on the property itself and sells it at public auction, subject to upset bids. The county advertises its list of delinquent real estate each year as state law requires, but its tax foreclosure sales page currently lists no sales and asks buyers to contact Tax Administration for dates and properties.
Foreclosure sales
Mortgage foreclosures in North Carolina are mostly power of sale proceedings: after a hearing before the Clerk of Superior Court, a trustee auctions the property, usually at the courthouse in Fayetteville. Each sale stays open for 10 days for upset bids filed with the Clerk.
Assessed values
Cumberland County's current values come from a 2025 revaluation, the first since January 1, 2017, and state law requires one at least every eight years.
Transfer tax
North Carolina charges an excise tax on deeds of $1 per $500 of the sale price (0.2%), paid when the deed is recorded with the Cumberland County Register of Deeds, and the City of Fayetteville adds no transfer tax of its own.
Worth knowing
The 2025 revaluation was the first in eight years, so many values rose; the combined 2025 rate inside Fayetteville is about $0.95 per $100 of value (city 0.4495 plus county 0.499), plus fees.
Worth knowing
Cumberland County also sells county-owned surplus land through the County Attorney's office: offers need a 5% deposit, go to the Board of Commissioners, and then are advertised in the Fayetteville Observer for 10 days of upset bids.
Worth knowing
The county has nine towns and cities, led by Fayetteville, Hope Mills and Spring Lake, and each town sets its own tax rate on top of the county rate.
