Deeds and mortgages
Norfolk Circuit Court Clerk, Land Records Division. Deeds and land records back to 1784 can be viewed online only through the Clerk's Secure Remote Access subscription, which costs $600 a year or $50 a month; the public search terminals in the record room are free.
Owners and values
City of Norfolk Office of the Real Estate Assessor. Owner, assessment and parcel data can be looked up free on Norfolk AIR (air.norfolk.gov), which runs on the Assessor's data.

Norfolk City Treasurer, Delinquent Collections. Delinquent real estate taxes can be researched free on the city's Open Data Portal, and properties headed to judicial tax sale are listed on the Virginia Auction Company website.
Foreclosure sales
Trustee sales (private trustees named in each deed of trust). There is no county-run foreclosure auction; trustee sales are advertised in a newspaper by the trustee, and the recorded deeds of trust and trustee's deeds are in the Clerk's land records.
Parcel maps

How property is sold here
Norfolk city follows Virginia's rules, with its own calendar and offices. Read the Virginia guide for how the state works.
Tax sales
Virginia does not sell tax liens. Norfolk sells the property itself through a judicial tax sale, used as a last resort under Code of Virginia section 58.1-3965, after a court case brought by the city's outside attorneys (Tavss Fletcher, F. Sullivan Callahan and Jason Alan Dunn). There is no fixed sale month; pending auction properties are posted on the Virginia Auction Company website, and the city's Open Data Portal lists delinquent real estate taxes.
Foreclosure sales
Most Virginia foreclosures are trustee sales held without a court case, run by the trustee named in the deed of trust and advertised in a local newspaper before the sale. There is no city or sheriff auction calendar for these sales.
Assessed values
Norfolk reassesses all real estate every year, with values completed by March 31 and effective July 1, and notices mailed by April 1.
Transfer tax
Norfolk's Circuit Court Clerk collects a state recordation tax of $0.25 per $100 and a local recordation tax of $0.085 per $100 on recorded deeds, plus Virginia's grantor tax paid by the seller, a $1.00 per deed open space fee, and $5.00 for any paper document.
Worth knowing
Norfolk is an independent city, so the city's own Assessor, Treasurer and Circuit Court Clerk handle the jobs a county would. The Circuit Court Clerk is at 150 St. Paul's Boulevard, 7th Floor.
Worth knowing
The Clerk offers VADeed Alert, a free email alert whenever a document is recorded matching your name or property ID.
Worth knowing
Norfolk sends some delinquent tax accounts to Taxing Authority Consulting Services (TACS) for collection.
